Profile
Mr. Fan was previously a senior partner with Dentons. Before practicing as an attorney, he served
as a presiding judge on the Second Circuit Court of the Supreme People’s Court, making him one of
the first 14 presiding judges to hear civil and commercial cases on the Circuit Court of the Supreme
People’s Court. In addition, Mr. Fan served as the director and chief judge of the Reconsideration
Supervision Office of the Enforcement Bureau of the Supreme People’s Court. Currently, Mr. Fan
serves as an executive director of the Financial Law Professional Committee of the China Behavior
Law Association, an executive director of the Legal Risk Prevention and Control Professional
Committee of the China Behavior Law Association, and a director of the Enforcement Professional
Committee of the China Behavior Law Association. He is an adjunct professor at Jilin University
and Liaoning Normal University and is invited as a special guest commentator on the CCTV
television program “Legal Report”. Mr. Fan has authored several publications including one
entitled Rules and Adjudication of Enforcement Objection Lawsuits and has published more than 100
articles touching on both theoretical and practical legal issues.
During his tenure with the Supreme People’s Court, Mr. Fan gained a rich understanding of legal
practice and theory through drafting many judicial interpretations and hearing a large number of civil
and commercial and enforcement cases. Mr. Fan has served as legal counsel for dozens of
governments, companies, and financial institutions, and has advised on several high-profile cases and
achieved results satisfactory to his clients. He is highly recognized for both his professional skill
and dedication to his work.
Mr. Fan was given a commendation by the Supreme People’s Court in year 2006 and 2007, awarded
Merit Citation Class III in 2008, given two commendations by the Supreme People’s Court in 2012,
given a commendation by the Supreme People’s Court in 2013, and honored as a “National Court
Pacesetter for Case Adjudication” in January 2015.
